ADR on groupage: what is possible and what is not
Dangerous goods packed in packages, drums or IBCs can travel on groupage lines if packaging, labelling and documents comply with ADR and if the goods are compatible with the rest of the load. The decision is taken on the safety data sheet, not on the commercial description of the product.
On a groupage truck your goods travel next to other customers' goods. ADR prohibits certain combinations of substances from travelling together, and some classes have quantity limits above which the truck falls under a stricter regime. That is why an ADR shipment accepted last month can be refused this month: your goods have not changed, what is already on the truck has. When the quantity is large or compatibility cannot be ensured, the answer is a full truck, which usually also arrives 2-3 days sooner.
The most frequent problem is not the obviously dangerous substances but ordinary products that are nevertheless classified as dangerous goods:
- Paints, varnishes, thinners and adhesives — flammable, class 3.
- Aerosols — technical sprays, cosmetics, pressurised cleaning products.
- Lithium-ion batteries — including those fitted in equipment or supplied as spare parts.
- Industrial cleaning products — corrosive, class 8.
- Laboratory reagents — small quantities, but often in classes with strict restrictions.
- Fertilisers and agrochemicals — class 5.1 or 9, depending on composition.
The practical rule: if the goods are liquid, flammable, pressurised or corrosive, or contain batteries, have the safety data sheet ready before asking for a transport quote. The classes we carry are on the ADR dangerous goods page.
Pharmaceuticals and automotive components
For pharmaceuticals and medical devices the issue is not danger but traceability and handling. Four things count on groupage: the packaging stays intact and is not opened or repacked on the way, the batch numbers in the documents match the physical goods exactly, the accompanying documents are complete from departure, and the shelf life can bear a transit of 5-7 working days.
Automotive components feed production lines, so a delay costs not the value of the goods but a stopped line. These shipments are normally planned with a buffer and a fallback: if the goods miss the weekly groupage departure, they move to 3.5t express. A batch of parts whose packing list does not match the physical goods blocks receipt at the manufacturer, however fast the truck arrived.
Cargo arriving at the port of Antwerp
For containers arriving at Antwerp, road transport starts only after customs clearance and unpacking; we take the goods from the port or from the transhipment warehouse to the destination in Romania. Chemicals packed in IBCs and drums almost always go through an ADR classification check before being accepted on a groupage line, and sending the safety data sheet with the quote request shortens that by one or two days.
Transit, rates and when to choose another service
Groupage from Belgium to Romania takes 5-7 working days from collection, a full truck 3-4 days and 3.5t express 2-3 days. The rate is calculated per pallet or per loading metre occupied, not per kilometre: a 120 × 80 cm euro pallet takes 0.4-0.5 m of floor, depending on how it is placed, in a 13.6 m trailer with 33 positions. - Full truck 40t: ADR in large quantities or with segregation restrictions, and anything above 15 pallets.

What documents does a groupage shipment from Belgium to Romania need?
For EU goods: the commercial invoice, the packing list and the CMR; no customs clearance and no statement on origin is needed. For chemical cargo, add the ADR transport document and the safety data sheet, and for pharmaceuticals the packing list must show the batch numbers. A single missing ADR document can stop the whole truck at a roadside check, not just your package.
Which Incoterms suit chemical cargo from the Antwerp area?
FCA at the supplier's warehouse is the safest option, because the Belgian supplier remains the one who loads the goods and prepares the ADR documents. Whoever knows the product answers for classification, packaging and labelling. Under EXW these tasks shift in practice to the buyer, who often has neither the safety data sheet nor an ADR adviser.
Should a Belgian supplier charge Belgian VAT on an invoice to a Romanian company?
As a rule, no: if the Romanian company has a VAT number valid in VIES and the goods physically leave Belgium, the supply is exempt, and the buyer applies the reverse charge in Romania at 21%. If Belgian VAT was charged, the buyer should ask for a corrected invoice before paying. Belgian VAT of 21% paid in error is recovered only through a refund claim to the Belgian tax authority, which takes several months.
Are euro pallets exchanged at collection in Belgium, and what about drums and IBCs?
Pallets are exchanged on request, if it is agreed in the transport order. With drums and IBCs, securing matters more than exchange: drums must be strapped to the pallet, and an IBC has its own integrated pallet and is not exchanged. State the type of packaging in the quote request, because it also changes the space calculation.
Which driving restrictions matter on the route from Belgium?
Belgium has no general weekend ban for trucks, but the tunnels in Antwerp have restrictions for ADR goods, depending on the tunnel code of each substance, and the route is chosen accordingly. Further on, Germany bans trucks over 7.5 tonnes on Sundays and public holidays between 00:00 and 22:00, and Austria has similar bans. A Friday collection usually ends up losing Sunday on the road.
What does LQ mean, and why does it matter on groupage?
LQ (Limited Quantities) is the ADR regime for dangerous goods packed in small receptacles, below the thresholds set for each substance, marked with a black-and-white diamond. LQ packages travel without the full ADR transport document, but the shipper must communicate the total gross weight before loading. Besides LQ, we accept on groupage packaged goods of classes 3, 4, 5, 6, 8 and 9 and small quantities; classes 1, 2 and 7 are not accepted.
What insurance covers a pallet of medicines on groupage?
Standard CMR liability is 8.33 SDR per gross kilogram, around 10 euros per kilogram, which for pharmaceuticals rarely covers the real value. A 250 kg pallet of medicines worth 80,000 euros receives at most about 2,500 euros under CMR. For such goods, Premium Express arranges all-risk insurance through a broker on request, on the invoice value.
What happens if the consignee in Romania refuses the goods?
Refused goods return to the Premium Express hub in Bacău, where they are stored free of charge for 2 days, and are then returned or redirected at the shipper's cost. With pharmaceuticals and automotive components, refusal most often comes from a mismatch between the batch or part numbers in the documents and the physical goods. Checking the packing list before departure costs less than a return.
How long does it really take from collection in Belgium to delivery?
Groupage transit from Belgium to Romania is 5-7 working days from collection, with weekly departures. For ADR goods, collection is confirmed only after the safety data sheet and compatibility with the rest of the load have been checked, so send the sheet with the quote request. For goods from the port of Antwerp, add the time for release from the terminal.
Can temperature-controlled pharmaceuticals travel on groupage?
Yes: temperature-controlled products are carried refrigerated, between −24 °C and +14 °C, on groupage and on full trucks, but not on 3.5t express. For products without thermal requirements but with high value and a tight deadline, 3.5t express is often the better option. In every case the packages are not opened or repacked on the way, and the batch numbers must match the documents exactly.
